The climate change and the environment protection are issues of great attention by all, and jet many countries have committed themselves to reducing greenhouse gas emissions to lessen the impact on the environment, for example by adhering to international agreements like the Kyoto Protocol. Governments have pledged to translate these commitments into concrete actions by creating economic mechanisms to encourage good behavior and penalize those who emit pollutants.
In particular in Italy, in order to promote energy efficiency, specific Certificates of Energy Efficiency (TEE) are awarded and negotiated in a dedicated market confirming the achievement of energy savings. In the same time allowances to emit greenhouse gases or CO2 (these titles are also listed it as "CO2 quotas") are allocated (and traded on a specific platform) following the European Emissions Trading Scheme rules (ETS).
To support the production with power plants from renewable sources green certificates are allocated to producers who comply with the legislation: this certificates' value is negotiated in a specific market managed by the Manager of the Electricity Market.
There is also a voluntary system of certification and promotion of energy generated from renewable sources based on the allocation of certificates and their marketability. The system called RECS (Renewable Energy Certificate System) is active in 22 European countries including Italy.
